In order to implement the important spirit of the Third Plenary Session of the Seventeenth Central Committee of the Communist Party of China on "supporting and expanding Pelagic Fisheries" and the relevant requirements of the outline of the Twelfth Five Year Plan for national economic and social development of the people's Republic of China, and to guide and promote the sustainable and healthy development of China's Pelagic Fisheries during the 12th Five Year Plan and in the coming period, with the consent of the people's governments of coastal provinces, autonomous regions, municipalities directly under the central government and cities specifically designated in the state plan and the relevant departments of the State Council, Make the following comments.
1、 Fully understand the importance and urgency of developing Pelagic Fisheries
（1） It is of great significance to develop Pelagic Fisheries. Marine fishery resources are the precious wealth of human society. The rational development and utilization of marine fishery resources and the vigorous development of Pelagic Fisheries are conducive to alleviating China's per capita resource shortage, ensuring the supply of high-quality animal protein, maintaining national food security, implementing the "going global" development strategy, developing and utilizing "two resources and two markets", promoting sound and rapid economic development, and improving the fishery industrial structure Expanding the space for fishery development and improving the comprehensive strength and international competitiveness of the industry are of great strategic significance to safeguard China's maritime rights and interests, enhance China's status and influence in relevant international fields, and consolidate and deepen China's friendly and cooperative relations with relevant countries. At the same time, the development of Pelagic Fisheries can also drive the development of related industries such as ship and equipment design and manufacturing, aquatic products cold storage processing and logistics. It is also of great significance for the construction of modern fisheries, promoting economic and social development, increasing the employment and income of farmers and fishermen, and regulating the supply of aquatic products in the domestic market.
（2） The development of Pelagic Fisheries is at a critical stage. After 26 years of development, China has become one of the major ocean fishing countries in the world. In 2011, the total output and output value reached 1.15 million tons and 12.6 billion yuan respectively, 1628 fishing boats were operated, and 630000 tons of aquatic products were transported back. Although the scale of China's pelagic fishery is large, there is still a big gap between China and developed pelagic fishery countries and regions in terms of equipment level, production efficiency, scientific and technological support, comprehensive development capacity, etc. At the same time, in recent years, the protection of international marine resources and fisheries management have become increasingly strict, the competition in Pelagic Fisheries has become increasingly fierce, the security environment at sea and relevant countries has become increasingly complex, and the development of Pelagic Fisheries is facing a very serious situation. However, China's overall strength and opening-up strategy have created a favorable environment for the development of Pelagic Fisheries. China still has comparative advantages in human resources, technical research, equipment manufacturing and market potential. Some pelagic fishery resources on the high seas still have a certain development potential. There is still room for China to carry out mutually beneficial fishery cooperation with some developing countries, The international fishery management mechanism and the pattern of pelagic fishery production are in the process of accelerated formation, adjustment and change, and China still has certain favorable conditions for the development of pelagic fishery. Challenges and opportunities coexist, and the development of China's Pelagic Fisheries is in a critical period.
2、 General idea
（3） The overall idea for the development of Pelagic Fisheries in the 12th Five Year Plan and the coming period is to take Deng Xiaoping Theory and the important thought of "Three Represents" as the guidance, thoroughly implement the scientific concept of development, take accelerating the transformation of the development mode of Pelagic Fisheries as the main line, take improving the comprehensive strength and international competitiveness of Pelagic Fisheries as the goal, and focus on optimizing production layout, strengthening capacity building, improving industrial system and improving management level, Adhere to the combination of market mechanism and policy support, strive to enhance enterprise strength and comprehensive industrial benefits, adhere to the connection between domestic management and international rules, promote the standardized and orderly development of Pelagic Fisheries, strive to build China's Pelagic Fisheries into a modern industrial system with reasonable layout, excellent equipment, perfect matching, standardized management and strong support, and promote China's transformation from a large pelagic fishery country to a powerful pelagic fishery country.
3、 Optimize the production layout of pelagic fishery
（4） Develop and expand oceanic fisheries. At present, some traditional oceanic fishing species have been fully utilized, but some species resources such as pelagic fish, cephalopods, molluscs and Antarctic krill still have development potential. China should, within the framework of relevant international fisheries organizations, promote the orderly development of oceanic fisheries and further enhance the share and development capacity of high seas fisheries resources. Strive to strive for and expand tuna fishing quotas, steadily develop ultra-low temperature tuna longline fishing and tuna purse seine fishing, moderately expand ice fresh and low temperature tuna longline fishing, and adopt feasible cooperative ways to develop tuna resources in the waters of Pacific and Indian Ocean island countries in the central and western regions; Orderly expand the scale of squid fishing, steadily improve the development and utilization of squid resources in the high seas of the North Pacific, Southeast Pacific and southwest Atlantic, and actively explore and develop new fishing grounds; Stabilize the bamboo pod fish fishery in the Southeast Pacific, and explore the reserve resources and fishing grounds for large trawl processing fleets; Actively develop other pelagic fishery resources such as saury.
（5） We will consolidate and improve the level of trans oceanic fisheries. Focusing on changing the cooperation mode, improving the management level and preventing operational risks, we will strengthen intergovernmental and bilateral consultations on fisheries cooperation, encourage enterprises to establish mutually beneficial and long-term stable cooperative relations with fishing countries, and promote the transformation and upgrading of trans oceanic fisheries. Reasonably adjust the production structure of West African projects, scientifically utilize the pelagic fish and bottom fisheries resources, moderately develop variable aquifer trawl, fishing, Purse Seine and other operation methods, and expand offshore fisheries; We will steadily promote maritime cooperation projects in neighboring countries. On the premise of standardized management, risk aversion and safety protection, we will focus on and step by step promote fishery cooperation between China and Southeast Asian countries, and reduce foreign-related violations; Explore fishery cooperation with countries in East Africa, West Asia, central and South America and other regions where conditions permit, and do a good job in the risk assessment and feasibility study of early-stage projects.
（6） Actively develop Antarctic marine living resources. Under the framework of the Convention on the conservation of Antarctic marine living resources, we will focus on the development of Antarctic krill resources and carry out in-depth investigation and research, exploration, development, processing and utilization of Antarctic marine living resources. Further understand the distribution of resources, expand the scale of exploration and capture, promote product research and development, strive to explore the market and explore the profit model. Accelerate the transformation and purchase of fishing boats and fishing and processing equipment, actively carry out comprehensive utilization and intensive processing of Antarctic krill products, increase the added value of products and improve economic benefits. When conditions are ripe, enterprises are encouraged to introduce and build professional Antarctic krill fishing vessels by themselves, and strive to realize the commercial scale development and utilization of Antarctic krill as soon as possible.
4、 Strengthening capacity building of Pelagic Fisheries
（7） Improve the equipment level of ocean going fishing vessels. With the goal of high efficiency, energy conservation, environmental protection and safety, we will actively promote the renewal, transformation and upgrading of ocean going fishing vessels and marine equipment, and gradually realize the specialization, standardization and modernization of ocean going fishing vessels. Encourage the construction of ultra-low temperature tuna longline fishing vessels, tuna purse seine vessels and large trawl processing vessels to replace old fishing vessels on the premise that they comply with international fisheries management rules and have fishing quotas; Encourage the construction of standardized and specialized squid fishing vessels, and promote the renewal and upgrading of squid fishing vessels; Appropriate amount of professional low-temperature tuna longline fishing boats and saury fishing boats will be built to enhance resource development capacity; We will promote the renewal and transformation of fishing vessels for ocean crossing operations, encourage qualified domestic offshore fishing vessels to engage in ocean fishing production after transformation, develop new specialized fishing vessels that meet international market access standards and bilateral fishing agreements, and improve the equipment level of ocean crossing fishing vessels. Encourage the development of energy-saving, environment-friendly and safe fishing vessels, and improve the manufacturing technology and practical application level of FRP fishing vessels. Large domestic shipbuilding enterprises are encouraged to participate in the construction of ocean going fishing vessels. We will phase out fishing vessels with large destructive resources and international restrictions on development, such as double trawlers.
（8） Improve the research and development capacity of pelagic fishery science and technology. We will actively implement the exploration and investigation of fishery resources in the high seas, major fishing countries and polar waters, build professional ocean fishery resources investigation ships, and promote the routine investigation and monitoring of ocean fishery resources. We will increase investment in pelagic fishery science and technology, build a national platform for pelagic fishery research, strengthen the development and research of advanced pelagic fishing vessels, marine equipment, new fishing gear and fishing methods, and energy-saving and consumption reduction technologies, improve the automation, informatization and digitization level of Pelagic Fisheries, enhance the support and promotion of scientific and technological innovation for the development of Pelagic Fisheries, and accelerate the transformation and application of scientific and technological achievements.
（9） We will strengthen the training of professionals in ocean fisheries. We should attach importance to the cultivation of Ocean Fisheries talents, accelerate the establishment of national core ocean fisheries research teams, and encourage enterprises and colleges and universities to jointly cultivate management personnel and technical personnel who meet the requirements of the development of modern ocean fisheries. Strengthen the legal, technical, safety, foreign language and foreign-related knowledge training for the duty crew and rating of ocean going fishing vessels, and improve the quality and professional ability of the crew. Actively rely on the policies of supporting agriculture and benefiting agriculture, such as the sunshine project for the transfer and training of rural labor, carry out the training of ocean fishing crew, guide domestic offshore fishing fishermen to switch to ocean fishing, and provide talent support for the development of ocean fishing.
5、 Improving the system of pelagic fishery industry
（10） Extend the chain of pelagic fishery industry. Encourage qualified pelagic fishery enterprises to actively develop fishing related supporting industries while improving their fishing capacity, strive to extend and improve the industrial chain, and promote the comprehensive and coordinated development of all aspects of pelagic fishery, such as fishing, processing, circulation and supply. Actively develop the intensive processing and comprehensive utilization of bulk fishing products, improve the utilization rate of product processing, and enhance the added value of products; Strengthen the publicity of pelagic fishery products and market development at home and abroad, and cultivate well-known industry brands; Strengthen the construction of cold chain logistics distribution and domestic and foreign sales networks, and promote the docking of fishing enterprises with wholesale markets and supermarkets. Actively explore both international and domestic markets, encourage ocean fishing products to be transported back to China for sale, and enrich and adjust the domestic aquatic product market. （11） Accelerate the construction of supporting facilities for the pelagic fishery industry. Enterprises in a position to do so are encouraged to establish offshore comprehensive bases for Pelagic Fisheries in coastal countries and regions where the main areas of operation are concentrated, build infrastructure such as wharves, cold storage and fishing boat repair plants, and improve supporting production service facilities. In combination with the distribution and regional advantages of pelagic fishery enterprises, establish pelagic fishery production, product processing and distribution bases in key coastal areas in China, improve cold storage, processing and logistics facilities for squid, tuna and other bulk fishing species, establish professional trading markets or platforms, and provide relevant supporting services. Accelerate the supply of fishery materials, cold chain transportation and supply capacity building that match the development needs of Pelagic Fisheries, and form a complete pelagic fishery industrial system.
6、 Strengthen policy support for Pelagic Fisheries
（12） We will increase policy support for Pelagic Fisheries. We will actively improve and implement preferential policies such as subsidies and taxes for Pelagic Fisheries, standardize the operation of enterprises, strengthen implementation supervision, and give full play to the role of supporting policies in promoting the development of Pelagic Fisheries. We will further strengthen policy support for the investigation, monitoring and exploration of pelagic fishery resources, the renewal and construction of fishing vessels, base construction, product R & D and processing, and market development. All localities should, in combination with regional development goals and priorities, give full play to the area polarity of all parties, study and establish a long-term mechanism to support the development of Pelagic Fisheries, increase support for the development of Pelagic Fisheries, strengthen communication and coordination, timely study and solve difficulties and problems in the development of pelagic fisheries, and jointly support the sustainable and healthy development of Pelagic Fisheries.
7、 Improve the management level of Pelagic Fisheries
（13） We will improve the management system for Pelagic Fisheries. We will establish and improve a management system that is compatible with international fisheries management rules, constantly improve the regulations, policies and measures for the management of Pelagic Fisheries, adapt to the new changes and requirements of the development of Pelagic Fisheries, and promote the innovation of Pelagic Fisheries management systems. We will strengthen management measures such as monitoring the position of ocean going fishing vessels, dispatching national observers, standardized fishing logs, and legal fishing certificates, strictly prohibit illegal, unreported, and unregulated (IUU) fishing activities, and comprehensively improve our ability to implement international fisheries conventions and agreements. We will improve the management system of ocean going fishing vessels, explore the development mode of ocean going fisheries, and make full use of modern scientific and technological means to promote the efficient, scientific and safe management of ocean going fishing vessels. We will improve the management system of pelagic fishery enterprises and pelagic fishery projects, improve the working conditions and standards of pelagic fishery, strengthen the internal system, team, management and cultural construction of enterprises, strive to improve the quality, quality, ability and level of enterprises, and encourage enterprises to become bigger and stronger.
（14） We will strengthen the management of the crew of ocean going fishing vessels. Strictly implement the training, examination, certificate issuance and certificate holding system for ocean fishing crew, and allocate fishing boat crew according to regulations. Strengthen the education and training of dispatched crew members in safety production, foreign affairs discipline, international management rules and environmental protection knowledge, improve their safety awareness, technical operation and risk prevention skills, and strictly abide by international conventions, agreements and laws and regulations of fishing countries. Protect the legitimate rights and interests of ocean fishing crew members, strive to improve their working and living conditions and welfare benefits, improve and implement the insurance system for ocean fishing crew members, strengthen their ideological work and psychological counseling, and promote the construction of harmonious labor relations. （15） We will strengthen the management of safe production in Pelagic Fisheries. Establish and improve the responsibility system for safe production of Pelagic Fisheries, and implement the main responsibility for safe production of Pelagic Fisheries enterprises and the responsibility of ship owners and captains. Improve the safety production management system of enterprises and ships, strengthen the construction of safety management system, and improve the ability of safety risk prevention and control, prediction and early warning, and accident emergency response. Establish and improve the accident reporting and emergency management system for ocean going fishing vessels, improve the emergency rescue and handling mechanism for emergencies, strengthen the special meteorological support services for emergency rescue, and timely handle foreign-related and safety incidents of ocean going fisheries. We will strengthen the supervision and management of work safety and strictly implement the system of assessment and accountability. Strengthen the allocation and safety inspection of safety facilities and equipment for fishing vessels, and formulate scrapping standards for old ocean going fishing vessels. Actively study and learn from international fishing vessel safety standards, and constantly improve the safety and equipment level of fishing vessels. We will carry out in-depth publicity and education on safety in production of ocean going fishing vessels.
（16） Improve the degree of organization of the pelagic fishery industry. Establish and improve coordination and self-discipline organizations such as ocean fisheries industry associations, and give full play to the role of industry associations in organizing and coordinating ocean fisheries production, standardizing enterprise behavior, strengthening industry self-discipline and organizing market development. Encourage and guide enterprises to carry out alliances and cooperation, give full play to the role of backbone enterprises as the main force, improve the degree of industrial organization and the level of operation and management, strengthen mutual cooperation in production organization, catch and sales, logistics supply, etc., and enhance self-coordination ability. We will strengthen research on international and domestic issues related to the development of Pelagic Fisheries, actively carry out bilateral and multilateral international exchanges and cooperation, and provide strong support for the sustainable and healthy development of Pelagic Fisheries.
