Circular of the general office of the Ministry of agriculture on strengthening the management of the renovation and transformation of ocean going fishing vessels
Recently, all localities have a high enthusiasm for the development of Pelagic Fisheries. Enterprises apply for the construction of pelagic fishing vessels in a large number of times. Most of them are feasible, but there are also some phenomena of blindly following the trend, and there are great risks. In order to ensure the safety of enterprise investment and promote the standardized, orderly and healthy development of China's deep-sea fisheries, the Ministry has decided to appropriately control the construction scale and speed of deep-sea fishing vessels. The relevant matters are hereby notified as follows:
The fishery administrative departments of relevant provinces (autonomous regions, municipalities) and cities specifically designated in the state plan shall, under the guidance of the scientificoutlookondevelopment, strictly examine and control the shipbuilding and project application of Ocean Fisheries in accordance with the requirements of the opinions of the Ministry of agriculture on promoting the sustainable and healthy development of ocean Fisheries (nongyufa [2012] No. 30) and the characteristics of local industry development, and in the principle of active development, stability and order, improving quality and reducing risks.
In recent years, the application for the construction of ocean fishing vessels is concentrated on some ship types, and the number is large. All localities are requested to review the application for construction of ocean going fishing vessels according to the following requirements and conditions.
1、 Tuna fishing boat. Tuna fisheries are strictly managed by international organizations and must be developed in an orderly and appropriate manner as permitted by international rules. The ultra-low temperature tuna longline fishing boat and tuna purse seine boat shall not be approved for new construction projects except for replacement. The enterprises that build new low-temperature and ice fresh tuna longline fishing vessels must have the qualification of ocean fishery enterprises and tuna fishery production management experience. The fishing vessels to be built must be owned by the enterprises. The number of ships approved each time shall not exceed 6. Before the same enterprise has approved the completion and operation of fishing vessels, the approval of new construction applications shall be postponed.
2、 Squid fishing boat. There are many existing and under construction squid fishing boats in China, so it is necessary to strictly control the construction scale of new squid fishing boats and encourage enterprises to build new boats to replace old fishing boats. The applicant must have the qualification of an ocean fishery enterprise. The fishing boat to be built must be a professional squid fishing boat owned by the enterprise with a shape and width of not less than 8 meters. The quantity approved each time shall not exceed 6. The approval of a new shipbuilding application shall be suspended until the fishing boat has been approved to be completed and put into operation.
3、 Saury fishing boat. Saury fishery is a new type of pelagic fishery in China. It has developed rapidly in recent years and has applied for a large number of construction. Due to the general lack of experience in the production, operation and management of saury in Chinese enterprises, there are uncertain factors in resources, market and crew, so it is appropriate to develop moderately and steadily. For this reason, the approval of the new construction project of saury fishing boats is suspended, and it will be determined as the case may be after the approved fishing boats under construction are put into operation.
4、 Transoceanic fishing vessels. It is necessary to strengthen the examination on the economic strength, management level and risk prevention ability of enterprises, especially those newly engaged in ocean fisheries, and do a good job in project risk assessment and feasibility study. Strictly examine the investment and cooperation modes of enterprises in the fishing countries. Enterprises must have the ownership and management rights of fishing vessels and the fishing license of the fishing countries. Give priority to approving the project of building new ships to replace old ones.
5、 Ocean fishery auxiliary ship. Strengthen the audit of the construction of ocean fishery auxiliary ships. The auxiliary ships to be built shall be the ships produced by ocean fishing enterprises for their own fleets, and the construction quantity shall be controlled within a reasonable range.
All localities should strengthen the follow-up and supervision of the construction of distant fishing vessels and keep abreast of the progress of fishing vessel construction. Enterprises whose shipbuilding targets have not been completed and put into production shall not apply for new shipbuilding applications. Enterprises that violate the relevant provisions on the administration of Pelagic Fisheries and have foreign-related incidents or safety production incidents shall not be approved to build pelagic fishing vessels until the relevant incidents are investigated and properly handled.
